She’s gotten addicted to drugs, and from what I hear from our common friends there, it’s gotten way out of hand. I already talked to her on the phone and she says she’ll change. I want to help her find a drug rehab. How will I do this?

You can ask her to go to the hospital. At least then the doctor can assess her situation and provide her with recommendations. You can also look through the links that I have provided below.
